State of Hawaii Department of Taxation (DOTAX)
State Withholding Income Tax Registration Steps:
1. Create a username and password
- Before starting your registration, create a user account
- Go to Hawaii Business Express
- In the Log in section select “Create an account”
- Enter an email address where you would like to receive correspondence from Hawaii.
- Complete setup of username and password. Remember to save this information so you may always have access to see your account information.
- An email will be sent to you that an account has been setup
2. Register for an account number.
- Go to Hawaii Tax Online
- Go to Registration select “ Register New Business License
- Select BB-1 Business Application
- Application Type select business type and complete all required fields indicated with an asterisk (*)
- Verify address to move forward
- Select Next
- Continue to remaining pages
- For “Account Selection” pick Employer’s Withholding
- Complete remaining pages
Update your Eddy account with the State of Hawaii Department of Taxation account number once you receive your account number to ensure your account is accurate.

State of Hawaii Unemployment Insurance
State Unemployment Tax (UI) Registration Steps:
1. Register for an account number.
- Go to State of Hawaii Unemployment Insurance
- Select “Employer Registration”
- Select “Register for UI Account Number”
- Review “ Before You Start”
- Enter FEIN and enter an email address where you would like to receive correspondence.
- Complete remaining pages
2. Create a username and password.

- Go to Employer Registration
- Select “Create Online Profile”, read instructions and select “Continue”

Hawaii State Disability Insurance (SDI)/Temporary Disability Insurance (TDI) tax Registration Steps:
1. Register for an account number.
- Go to Insurance Carriers Authorized To Write TDI Policies in Hawaii
- Use the list of approved carriers to obtain a policy
