New Company Registration for Indiana

This guide covers registration for the following Indiana Tax Agencies

  • Indiana Department of Revenue
  • Department of Workforce Development

This guide covers registration for the following types of tax:

  • State Withholding Income Tax
  • State Unemployment Insurance

Indiana Registration Steps:

1.  Combined registration for IN State withholding and IN State unemployment tax

  • Go to INBiz to complete the online registration
  • Click register now
  • Click on “don't have an access Indiana account”
  • Enter email address and click send verification code
  • Enter verification sent to your email address and continue
  • Create a password and continue
  • Enter personal information to click create account
  • Select if you wish to set up 2 step verification
  • Set up recovery email and continue
  • Select role in company
  • Select “tax registration”  
  • Select all state services that apply
  • Select “take me to InBiz” which takes you to your dashboard
  • Under Online Services, select Register Department of Revenue
  • Click start tax registration
  • Review information needed and click next
  • Search for Business Name or ID and click next
  • Complete remaining tax registration steps
  • Go back to dashboard
  • Under Online Services, select Register Dept of Workforce Development
  • Review information needed and click next
  • Click Guide me
  • Complete remaining tax registration steps

Update your Eddy account with your Indiana Taxpayer Identification Number and your Indiana State Unemployment Tax Account Number. Your account numbers are required for all Indiana interactions to ensure your account is accurate.

2. Create a username and password for the Department of Workforce Development

  • Go to Uplink Employer Self Service Website
  • Uplink will allow employer access to view important unemployment information
  • Select register
  • Select “employer” and enter Federal Identification Number and next
  • Select “no” under do you already have an existing IN account
  • Complete verification steps
  • Set up a username and password

Third-party access

In order for Eddy to achieve Third Party Administrator Access it is necessary to complete the following actions:

  1. Log in to Uplink ESS
  2. Click Maintain Account > User Information in the left sidebar.
  3. Click to expand External Account Authorizations (Agent)
  4. Click Add Agent
  5. Leave the Agent Business Name blank. Enter the Agent ID: 120389
  6. Click Next on the agent line
  7. Under the Authorization level select Wage Records.
  8. Select the important information checkbox and then Next 

Indiana locals

Local Withholding County Income Tax

County local taxes are collected by the state and remitted with the Indiana state income tax. The tax identification number assigned to an employer for the state income tax will be the same number assigned for the county tax.  

Employers in the state of Indiana are required to withhold the Indiana County tax from any employees living within a county as of January 1. If an employee resides out of state, but works in an Indiana adopting county, the employer should withhold for the Indiana county the principal place of work or business.
